WELCOME & INTRODUCTION
Due to the COVID-19 situation, the second meeting of the Committee was organised via
videoconference.
The Chair opened the meeting on behalf of the Commission, welcomed all the
participants and introduced the agenda by referring to the importance of data and the
weaknesses in data flows revealed by the crisis. In the context of the Recovery Plan for
the EU presented in May 2020, the Commission presented the latest developments of EU
data policy initiatives, including the implementing act on a list of high-value datasets
(HVDs).
Investments will also be essential. The Digital Europe Programme and Connecting
Europe Facility Programme will be critical in supporting the process of making these
datasets available for re-use, especially via APIs and in machine-readable formats.
The cooperation between the contractor of the study supporting the Impact Assessment
and the Member States is very important, for a solid preparation of the initiative.

HIGH-VALUE DATASETS - DISCUSSION
The main objective of the meeting was to inform the Committee on the status of the
Impact Assessment study, and to discuss the preliminary analysis made by the
contractors.
For each of the categories, the contractors defined the types of datasets considered in the
scope, made a legal screening and mapping of all relevant legislation. Finally, they
presented draft recommended measures along different dimensions (openness,
documentation, competences). For some categories, they also presented the expected
costs and benefits, and possible options to reduce costs of transition.
They made such presentations for all the categories of high-value datasets:
Companies and company ownership
Geospatial
Meteorological
Earth observation and environment
Statistics
Mobility
Each presentation was followed by a series of questions from participants, to which both
the European Commission and the contractors answered. The European Commission
indicated that complementary answers would be sent to the Committee members,
together with the slide presentation.
A delegation shared a non-paper before the meeting. The paper, distributed to the
members for discussion, underlines the importance of technical specifications for each
datasets, as part of the HVDs list.

CONCLUSION
The Chair thanked the participants for their contributions to the discussion and
committed to share the presentations and additional information with Member States, in
order to facilitate forthcoming work on defining the list of HVDs.
The next meeting will be organised in autumn 2020.
